In Florida, there is a statutory right to public records. F.S. § 119 governs the right of the public to request records. If the government fails to properly provide the records, the remedy is a lawsuit with attorney fees.

Animal Control's full file should be requested via F.S. § 119 as soon as possible, so that you have an opportunity to review them and do an investigation.  If any other entity was involved, the sheriff's department, for example, those records should be requested as well.
